I like the billboards in Fallout. Not that I know of it from my own experience but from what I know from movies and pictures those boards represent the 1950’s perfectly. So this screenshot –plain and simple– is entirely focused on one of them advertising the Ultra Luxe. The Best of Everything. All in One Place. The Rebirth of Luxury. Short: a casino. To give it a more “dirty” and rough look I reduced the quality by decreasing its size to 853px x 480px and resampled it back to 1920px x 1080px. I think this creates a pretty realistic look and a less video-game-like.
